Reimbursement decision-making for pharmaceutical products is complex. Traditional health technology assessment (HTA) principles review the clinical and cost-effectiveness of drugs to facilitate the reimbursement decision-making process. However, these principles do not necessarily account for other more complex variables, such as severity of the disease, unmet needs, patient experiences and societal benefits related to the disease area and patient population. How might we create a novel framework that allows decision-makers to account, in a structured or rigorous manner, for some of these qualitative measures to complement the traditional health technology assessment?
